The Challenge
Living Below the Poverty Line and Higher Dropout Rates Among the Ethiopian-Israeli Community in Carmiel
The northern city of Carmiel is located in the central Galilee on the boundary between the Upper and the Lower Galilee. It is known for high quality of life, good management, road safety, and, most notably, immigrant absorption.
With 44,600 inhabitants, Carmiel is the second largest city in the Galilee area (CBS, ’11). 785 Ethiopian-Israelis live in Carmiel, 100 of whom are between 13 and 18 years old.
In 1983, most Ethiopian immigrants arrived in Carmiel during Operation Moses. Ever since, many of these immigrants along the new generation have been building their lives in this Northern city. Despite this, most of the Ethiopian community is living below the poverty line, and the chance of school dropouts, especially among boys, remains high.
